Where to apply: Two Lao citizens: file through the village administration where you live, to the family-registration office of the district Home Affairs office (Instruction Art. 4). A Lao citizen marrying an alien, a foreigner or a stateless person inside Laos: file through the village administration and the relevant sectors, to the family-registration office of the provincial Home Affairs department (same article) — but before registration the file must pass the Consular Department of Foreign Affairs and the public-security chain (Marriage Decree Art. 7). Aliens, foreigners or stateless persons marrying each other: file through the organisation the couple works for or belongs to, straight to the provincial Home Affairs department, without going through the village (Instruction Art. 4).

Steps:

  1. First work out which route you are on: two Lao citizens go village then district Home Affairs; if one side is an alien, a foreigner or a stateless person you go to the provincial Home Affairs department, and approval must come first
  2. Get both sides’ documents together (Instruction Art. 6). Any foreign-language document of the foreign party must be translated into Lao, and the copies certified true to the original by a law office
  3. For a foreign spouse: the file goes to the Consular Department of the Ministry of Foreign Affairs for consular certification (3 working days), then the district immigration unit (5 working days) and the provincial immigration division (5 working days) (Arts. 7, 8)

How long: Foreign spouse: 3 working days for consular certification, 5 at district police, 5 at provincial police, and 20 days at the Immigration Police Department from a correct and complete file (Art. 8); then three months to go and register, and 5 working days for the certificate (Art. 9). Alien or stateless spouse: 3 working days at district police and 5 at provincial police (Arts. 12, 13), then 5 working days for the certificate (Art. 14). For two Lao citizens the Instruction sets no time limit — go by what the counter posts.

Cost: The 2021 fees decree (No. 002/PPT, 17 June 2021), Art. 47, civil-registration section, for issuing a marriage certificate: a Lao citizen with an alien, foreigner or stateless person — 25,000 kip per set and 100,000 kip; between aliens, foreigners or stateless persons — the same two figures. The same category appears twice with different amounts: the source table almost certainly had a fee column and a service-charge column that collapsed into four rows in our copy, and we cannot tell which figure belongs to which column, so both are shown — go by what the counter posts. The table has no line for two Lao citizens, so this decree gives no figure for that case.

Two Lao citizens marrying in Laos go to the district home affairs office where they live or where either of them is resident; a Lao citizen marrying a resident alien, a foreigner or a stateless person in Laos goes to the provincial home affairs department, not the district; two foreigners or stateless persons in Laos go to the provincial department, or to their own embassy or consulate in Laos; marriages abroad are registered with the civil registry of a Lao mission, or under the law of the country of residence (Family Registration Law Art. 16).
