Lao applicant: Copy of household book or ID card, etc. Foreign applicant: Passport copy replaces the household book, plus about 11 items: marital-status certificate, police clearance, health certificate, proof of finances, embassy opinion, and (if divorced) a guarantee to send the Lao spouse home. Foreign documents must be translated into Lao and notarized.

At a glance. Where: it depends on who the two people are. Two Lao citizens marrying in Laos go to the district home affairs office where they live or where either of them is resident; a Lao citizen marrying a resident alien, a foreigner or a stateless person in Laos goes to the provincial home affairs department, not the district; two foreigners or stateless persons in Laos go to the provincial department, or to their own embassy or consulate in Laos; marriages abroad are registered with the civil registry of a Lao mission, or under the law of the country of residence (Family Registration Law Art. 16). Steps: first, an application between two Lao citizens passes through the village administration where the household is registered, which forwards it to the district office; second, gather the papers for your combination of statuses; third, the couple attend in person; fourth, the registrar issues the marriage certificate within 5 working days of receiving the application (Art. 16). Cost: the fee ordinance Art. 47, civil registration section, lists the issue of a marriage certificate at 25,000 kip a set for a Lao citizen with an ethnic minority member, a foreigner or a stateless person, and the same for two of the latter; the same section carries another line at 100,000 kip where the scan repeats itself, so both figures are given and the posted rate at the counter prevails; Art. 43 also lists an application for marriage or change of nationality at 2,000,000 kip under the justice heading. Pitfalls: a cross-border marriage is not registered at district level but provincially; two Lao citizens cannot go straight to the district, the application goes through the village first; the couple must attend in person rather than merely file papers; the police clearance, health certificate, birth certificate and photographs must all be less than three months old; foreign-language documents must be translated into Lao and the copies certified against the originals by a notary; a cross-border case also needs the provincial police opinion and the opinion of the other embassy or consulate passed through the Lao Ministry of Foreign Affairs; the foreign party must show proof of means and give an undertaking to return the Lao spouse home at their own wish should the marriage end in divorce; and officials and civil servants need the consent of the body they serve. Are there time limits or hard requirements for a Marriage registration in Laos?

All foreign-language documents must be translated into Lao, and copies certified as true copies (Art. 6). The Lao party's police clearance and health certificate, and both parties' photos, must be no older than 3 months (Art. 6).

How much does a Marriage registration cost in Laos and how long does it take?

Cost: The 2021 fees decree (No. 002/PPT, 17 June 2021), Art. 47, civil-registration section, for issuing a marriage certificate: a Lao citizen with an alien, foreigner or stateless person — 25,000 kip per set and 100,000 kip; between aliens, foreigners or stateless persons — the same two figures. The same category appears twice with different amounts: the source table almost certainly had a fee column and a service-charge column that collapsed into four rows in our copy, and we cannot tell which figure belongs to which column, so both are shown — go by what the counter posts. The table has no line for two Lao citizens, so this decree gives no figure for that case.. How long: Foreign spouse: 3 working days for consular certification, 5 at district police, 5 at provincial police, and 20 days at the Immigration Police Department from a correct and complete file (Art. 8); then three months to go and register, and 5 working days for the certificate (Art. 9). Alien or stateless spouse: 3 working days at district police and 5 at provincial police (Arts. 12, 13), then 5 working days for the certificate (Art. 14).
