Where to apply: To be straight: no article says who issues this certificate. We went through the thirteen duties of the Home Affairs registration bodies in Art. 40, the ten of Public Security in Art. 42 and the nine of Justice in Art. 44, and none includes issuing a personal-status certificate; the instructions and decisions only list it as a document other matters require. What is certain is that its form belongs to Home Affairs — the marriage decree says expressly "on the Home Affairs form" — and that registration applications go through the village administration where you live (Art. 11). In practice it is handled with the marriage registration at the district Home Affairs office.

We checked Arts. 11, 12, 15, 16 and 40 of the Household Registration Law, Arts. 4–8 of the 2021 instruction, Arts. 9–12 and 23 of the 2016 decision on the use of family-registration documents, and Arts. 8 and 9 of the marriage decree — none states a period for this certificate. Two neighbouring figures can be cited: registration examination may not exceed thirty days (Art. 12, which is registration not this certificate), and the marriage certificate itself issues within three working days (2016 decision, Art. 12). One district’s one-stop timetable lists seven matters and this certificate is not among them.
