Where to apply: Most articles say expressly that the People’s Court issues it: the marriage decree at Art. 6(a)(5) and three places in Art. 11 all read "police-clearance certificate (issued by the People’s Court, not older than three months)", as does Art. 8(5) of the 2021 instruction. One instrument differs: Art. 7 of the 2024 decree on permanent residence for people of Lao descent abroad says "from a competent Lao authority and/or the applicant’s country" — we set both out rather than choose. Do not confuse it with the separate law-abiding certificate the police issue to foreigners (2021 fees decree, Art. 50, 100,000 kip each) — that is a different document.

Steps:

  1. This section should give the steps, but nothing in the law describes how to apply for this certificate. We went through all seventy-six articles of the People’s Court Law, all seventy of the Household Registration Law, the 2021 instruction, the 2016 decision and all sixty-three articles of the Notarial Law: every mention treats it as a document some other matter requires
  2. It is needed for marriage, especially cross-border marriage: Arts. 6 and 11 of the decree list it as required from both sides
  3. It is also required for changing a name, moving residence, going abroad to work and standing for the National Assembly — we counted more than forty instruments listing it

How long: Not set by law. We searched all seventy-six articles of the People’s Court Law in both Lao and Chinese and found no mention of this certificate at all — the court law does not describe the function. The Household Registration Law, the 2021 instruction, the 2016 decision, the Notarial Law and one district’s seven-item one-stop timetable are equally silent. The nearest figure, thirty days in Art. 12, is for civil registration and cannot be borrowed. Go by what the issuing court posts.

Cost: The current decree has no such line. We read Arts. 43, 44, 47, 48, 49 and 50 and none lists it. Arts. 45 and 46, the court fees and charges, are badly damaged in our copy — the Chinese survives only as a note that the text is garbled and the amounts are blank rules — so whether the court charges for this cannot be settled from what we have; that is not the same as there being no charge. The one figure that does exist comes from the 2012 decree that Art. 60 of the current one expressly replaced, where the Chinese also mistranslates the term — do not use it. Go by what the issuing court posts.
