Where to apply: The civil-registration body of the district Home Affairs office, filed through the village chief or village administration where you live (Arts. 14, 15). Once you hold the birth certificate you go to district Public Security for the family book — a different office.

Steps:

  1. Where the birth is in a hospital, health centre or medical facility, that facility issues the birth notification within seven days (Art. 14)
  2. Where the birth is outside a medical facility, it must be reported to the village chief within fifteen days (Art. 14)
  3. The village chief issues the birth certificate within seven days of the report (Art. 14)

How long: The hospital notifies within seven days; a birth outside a medical facility is reported to the village chief within fifteen days; the chief issues the certificate within seven days; and the district Home Affairs office issues within five working days (Arts. 14, 15). The deadline for reporting to the village chief differs between instruments and this is a real conflict, not a scanning error: the 2018 law says fifteen days, a 2016 decision says thirty working days, and a 2012 one gives the chief five working days. The 2018 law governs — its Art. 70 repeals anything inconsistent with it, and it is the later instrument. Older material online still says thirty days.

Cost: Birth registration appears in two articles of the 2021 fees decree: Art. 47 charges 20,000 kip for those aged eighteen and over, and Art. 48 exempts under-eighteens and charges 20,000 for those eighteen and over. Whether that is two separate charges or one charge copied into both articles cannot be settled from our copy — and the Chinese side of Art. 47 is missing the under-eighteen exemption line that the Lao fragments suggest was there — so we give no total. Several district one-stop decisions independently say 14,000 kip (12,000 form fee plus 2,000 stamp duty), which does not match the decree’s 20,000; those are single-district practice, not the national rule. Go by what the counter posts.
