How long: Review times (Agreement, Arts. 18 and 19): forty-five working days for industrial plants and imported food, thirty for family-scale workshops, both counted from a correct and complete file. Incomplete files are notified within ten working days and returned within thirty. Validity (Art. 20): three years for an industrial plant meeting GMP, GHP or HACCP, two years for other industrial plants and for imported food, and two years for family-scale workshops, with renewal filed ninety days before expiry. The Food Law gives no periods for transit or advertising approval and none is invented here.

Cost: Art. 32 of the Agreement and Art. 42 of the Food Law both refer charges to the presidential fees ordinance in force, and neither sets an amount. In the 2021 ordinance the public health sections price medicine and device registration and show no food registration entry, and the service-charge detail is not translated in our copy. This matter rests on two layers: the Food Law (revised, 2013) is the framework and itself sets out no procedure or documents for a general food business licence, only approvals for donation, import, transit, advertising, verification and research (Arts. 24 and 35 to 39). The clock for incomplete files is fixed too (Arts. 18 and 19): the reviewing body notifies the provincial or capital food and drug unit and the operator within ten working days, and the operator corrects and returns within thirty working days. This applies to all three tiers. Renewal must be filed ninety days ahead: Art. 20 states that the operator submits the renewal papers ninety days before expiry. The renewal set is a subset of the first-time set and the article itself lists which items. The inspector record is not something you can produce yourself: all three sets require the food and drug inspector site record (Arts. 8.13, 10.7 and 14.9), so the inspection must be arranged rather than added at the end.
