Where to apply: The relevant land vehicle registration office — but check which level first. There are three: central, provincial and capital, and district, municipal and city. The district level handles only motorcycles and agricultural machinery; cars, pickups, lorries and buses go to the provincial or capital office, which is the level that registers all types, prints certificates and does technical inspection, and permanent registration must go there too. The seller’s guarantee letter must first be certified by the village administration.

Steps:

  1. The seller first obtains a guarantee letter from the village administration and has it certified; where the vehicle is handed over rather than sold, an ownership transfer letter certified the same way is used
  2. Assemble five: the sale certificate; an address certificate with copies of both parties’ family book or ID; the seller’s guarantee letter certified by the village administration; the original registration certificate; and the registration tracking book
  3. Within thirty days of the sale or handover, register the transfer of ownership at the relevant registration office, keeping the original number plate

How long: The most important point first: the law sets no period between filing and receiving the new registration certificate. We went through all ninety-two articles of the Land Vehicle Law — across registration, sale, handover, relocation and the registration offices’ duties only three places state five working days, and none of them is the transfer registration. So how long it takes is whatever the office posts. The periods that are fixed: the transfer must be registered within thirty days of the sale or handover, which is your duty rather than their deadline; an inter-provincial transfer note issues within five working days; the registration certificate runs five years and is renewable, and if it is not renewed within three years of expiry the provincial or capital office removes the vehicle from the register; and technical inspection is two years for a new motorcycle or light vehicle then yearly, yearly for imported second-hand ones, and one year for a new passenger or goods vehicle then every six months.

Cost: To be straight: we could not find a single usable figure for a transfer. Art. 48 says only that fees and charges are paid under the regulations, and Arts. 58 and 59 give the offices the power to collect without stating amounts. In the 2021 fees decree, Art. 26 runs to barely eighty characters and points to the official gazette for the detail; Art. 28 covers only goods and passenger transport business licences, not vehicle registration; Art. 49 is almost entirely destroyed in our copy, the Chinese surviving as hundreds of ellipses; and Art. 50, which is legible, has just one vehicle line — 10,000 kip for a police certificate about a damaged plate, a transfer or manufacture, which is not a registration fee. So no figure is given here. Two other vehicle costs are worth knowing: the annual road fee, payable between 1 January and 31 March with 0.1% a day late, 40% after a year and 60% after two; and income tax, where the current law taxes renting a vehicle out but lists only land, housing and buildings under sale and transfer, so whether a resident selling a car owes income tax is not stated (non-residents have a separate 10% rule).
