Are there time limits or hard requirements for a Land title (land use certificate): registration / transfer / inheritance / mortgage / reissue in Laos?

Land in Laos is owned by the national community; the land title certifies a land use right, not ownership. The holder may protect, use, transfer, inherit and mortgage that right (Land Law Arts. 3, 99 and 133). A foreign individual cannot buy land and put the title in their own name: resident aliens, stateless persons, foreigners and foreign nationals of Lao origin obtain land use rights only by lease or concession and cannot be registered as title holders through purchase (Land Law Arts. 88 and 131). A lease from a Lao citizen runs up to 30 years, renewable, with provincial administration approval (2024 guidance). A 2026 decree adds one route: the state may sell time-limited use rights over state-allocated construction land to foreigners (up to 50 years, for new-town and condominium development, by government decision).
