Article 1

Article 1. Purpose
This Drug Law stipulates principles, rules, and measures concerning the control, suppression, and combating of drugs, aiming to keep Lao society free from prohibited drugs, ensure the physical health of the multi-ethnic people of Laos, and enable them to contribute to the defense, construction, and development of the nation.

Article 2. Drugs
Drugs refer to substances derived from plants containing addictive substances, or substances synthesized chemically that stimulate or depress the nervous system; their use causes severe effects on the body, mind, and nerves, and leads to an increasing demand for consumption.

Article 3

Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Precursor chemicals refer to chemical substances used in the manufacture of drugs;
2. Drug derivatives refer to derivative varieties of such drugs;
3. Purity weight refers to the weight of the pure substance of the drug, including the weight of non-drug adulterants or mixtures;
4. Pure substance weight refers to the calculation based solely on the concentration of the active components of the drug or addictive substance that affect the mind and nerves, excluding any other adulterants or mixtures;
5. Drug quality identification refers to the identification and determination of the type of drug;
6. Quantitative identification of a specific drug refers to the identification and determination of the concentration of the drug, or the quantity of the pure substance of such drug;
7. Drug control refers to the management and restriction of the manufacture, processing, scientific research, import, export, transit, and use of addictive substances;
8. Drug suppression refers to the prevention of the existence of drugs within the territory of the Lao People's Democratic Republic by various means;
9. Drug combating refers to the fight against prohibited drugs, including addressing the harms caused by drugs;
10. Narcotic plants refer to opium poppy, cannabis, coca, and other plants containing addictive substances;
11. Addictive substances refer to substances that stimulate or depress the nervous system and easily cause addiction in users;
12. Prohibited drugs refer to drugs that are absolutely forbidden to be cultivated, manufactured, processed, traded, sold, possessed, imported, exported, transported, transited through the Lao People's Democratic Republic, or used or consumed;
13. Proper use of controlled drugs and chemicals refers to the use of such items in accordance with standards and professional principles;
14. High-risk groups for drugs refer to individuals with a tendency to develop into drug addicts, such as youth groups lacking family warmth;
15. Drug addicts refer to individuals who consume drugs and have an increasing demand for them;
16. Treatment and rehabilitation centers for drug addicts refer to facilities for treatment aimed at overcoming drug addiction, concurrently providing basic vocational skills training;
17. Extraction refers to the extraction, filtration, or separation of addictive substances from narcotic plants or chemicals, such as cannabis oil;
18. Consumption refers to the use of drugs by eating, sniffing, inhaling, injecting into blood vessels, or other methods.
