Articles
Article 1
Purpose. This Decree stipulates the principles and regulations regarding the management and inspection of the work of building cultural families and cultural villages, aiming to ensure uniformity, efficiency, and effectiveness in the implementation of such work, with the objective of consolidating a stable and strong political foundation, promoting the material and spiritual development of families and villages towards greater improvement, expanding the rights of the people of all ethnic groups in Laos to be masters of their own affairs, fostering awareness of respect for and compliance with the law, protecting and promoting the value of the fine cultural heritage of the nation and ethnicity, selecting and absorbing the essence of cultures appropriate to the era, and contributing to the national economic and social development.
Article 2
Construction of Cultural Families and Cultural Villages. A cultural family refers to a family that has been inspected and evaluated according to the standards stipulated in this Law and recognized as a cultural family. A cultural village refers to a village that has been inspected and evaluated according to the standards stipulated in this Law and recognized as a cultural village. The construction of cultural families and cultural villages is the entire process of propaganda, education, and training; establishing responsible committees; setting targets; collecting data; conducting inspections, scoring, and evaluations; and recognizing families and villages as cultural families and cultural villages in accordance with the standards stipulated in this Law.
Article 3
State policy on the construction of cultural families and cultural villages. The State, through the formulation of policies, strategies, plans, projects, and regulations, cultivates human resources and provides budgets to promote the construction of cultural families and cultural villages, making this work robust and sustainable. The State encourages and promotes the broad and comprehensive participation and support of individuals, legal persons, and organizations in the construction of cultural families and cultural villages, making this work efficient and effective.
