Article 1
Article 1: This Agreement aims to regulate the extraction, management, and protection activities of black soil and red soil within Savannakhet Province, ensuring the sustainable utilization of resources, promoting local economic development, and maintaining the balance of the ecological environment.
Article 2
Management of Black Soil and Red Soil Extraction. The management of black soil and red soil extraction refers to the management, monitoring, and inspection of all stages, including the issuance of permits, exploration, extraction, transportation, and use of black soil and red soil within the province, to ensure maximum benefits in accordance with the Party's guidelines and policies, and the laws and regulations enacted by the State at various stages, thereby contributing to the socio-economic development of the province.
Article 3
Interpretation of Terms. The terms used in this Agreement shall have the following meanings: 1. Management refers to the manager's tracking, inspection, supervision, and guidance of operators regarding regulations and technical standards to ensure they meet standard conditions; 2. Information collection refers to the on-site collection of information on plots containing black soil or red soil to study environmental conditions and collect samples to study the area to be mined; 3. Exploration refers to studying the geological structure of black soil and red soil mineral sources, including geological work, to comprehensively assess the quantity and quality of black soil and red soil; 4. Mining refers to methods such as opening up, digging, and scraping to extract and use black soil and red soil from the surface and subsurface; 5.
