Article 1
Purpose. This agreement stipulates principles, regulations, and measures concerning the work of building Vientiane Capital as a green city, aiming to protect, restore, and plant trees and green vegetation to make them thrive, balance the natural environment, ensure good air quality, coolness and freshness, improve the lives and health of Vientiane Capital residents, and build Vientiane Capital into a livable, scenic, and modern green city, contributing to promoting economic and social development in a green and sustainable direction.
Article 2
Definitions. Vientiane Capital Green City means protecting natural green spaces and increasing the density of green areas, so that Vientiane Capital, together with its towns and suburbs, meets the standards of various indicators for a green city, using trees as a source for producing oxygen (O2), absorbing carbon dioxide (CO2), and reducing smoke, dust, and solar heat.
Article 3
Definition of Terms. The terms used in this agreement shall have the following meanings: 1. Green roads refer to road systems adorned with trees, with trees planted along both sides of the road and ornamental trees planted by the roadside to provide shade and aesthetics; 2. Green villages refer to villages where trees are planted, designated as personal gardens or collective village gardens; 3. Green public places refer to office premises of public and private agencies, institutions, schools, temples, cinemas and theaters, hotels, restaurants, parking lots, and other locations holding permits for land use for greening purposes, where shade trees, fruit trees, ornamental trees, gardens, lawns, and ornamental potted plants are planted, maintained to be green, clean, and aesthetically pleasing; 4. Dwellings refer to family homes, dormitories, apartments, and planned resettlement villages, holding permits for green land use and maintained to be clean and aesthetically pleasing; 5. Green factories and workshops refer to factories that have complied with regulations and are located in development areas with systematic green spaces; 6. Smoke (CO2) refers to a colorless gas mixed in the atmosphere, produced by the complete combustion of organic matter or substances, which is heavier than air and harmful to health and the respiratory system; 7. Use permit refers to the permission to use land for greening purposes, planting shade trees, fruit trees, ornamental trees, gardens, lawns, and ornamental potted plants in office premises, agencies, schools, dormitories, temples, and various locations, and maintaining them as green spaces; 8. Air deterioration refers to air mixed with toxic substances, harmful to living organisms and the environment, and damaging to human and animal health; 9. Pollution refers to carbon dioxide smoke and smoke produced by automobiles and other machinery.
