Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures for building a Bright Vientiane Capital, with the aim of ensuring convenience, comfort, and safety for travel, extending the hours of commercial, business, and service activities for citizens, and contributing to the development of Vientiane Capital into a livable, smart, and sustainable city.

Article 2

Definitions. Building a Bright Vientiane Capital means increasing or maintaining nighttime lighting brightness according to the assessment indicators specified in this Agreement, and creating an urban landscape along the roadsides of Vientiane Capital towns and district towns in accordance with urban planning.

Article 3

Definition of Terms.
Bright Vientiane City: refers to increasing or maintaining nighttime lighting brightness in accordance with the assessment indicators stipulated in this Agreement, and creating the urban landscape along both sides of roads in Vientiane City and district towns in accordance with urban planning.
Urban Landscape Along Both Sides of Roads: refers to the reserved areas, public places, residences, etc., along both sides of roads that can be viewed clearly, transparently, and aesthetically in accordance with urban planning, excluding such things as illegal shacks, messy cables on utility poles, random vending of goods, waste, unsightly old houses, and other unnecessary items.
Bright Road: refers to a road with sufficient street lighting, equipped with traffic system signs and various types of symbols and markings for road components, clearly visible both day and night to facilitate traffic.
Bright Public Place: refers to parks, squares, airport areas, piers, border checkpoints, and various types of recreational areas illuminated with appropriate colors at night, and having a good urban landscape during the day in accordance with urban planning.
Bright Residence: refers to buildings, state agency offices, shops of individuals and legal entities, and ordinary houses illuminated by lighting at night, with clean and aesthetically pleasing colors during the day.
Bright Place of Worship: refers to places for worship and spiritual solace, such as temples, sacrificial sites, monuments to Lao ancestors, cultural and historical tourist attractions, illuminated at night so that their decorations, characteristics, and exquisite artistic details can be viewed.
In Accordance with Urban Planning: refers to reserved areas along both sides of roads, permissible and prohibited construction areas, reserved and non-reserved places, etc., all delineated in accordance with the Law on Urban Planning and construction management regulations.
Lux Meter (Lux): refers to the level of brightness of light (illumination) shining on a certain area.
Insulated Bundled Cable: refers to a power distribution line system that provides current for electricity use, emphasizes high safety, and is used in densely populated areas (such as Vientiane City and district towns).
Bare Wire: refers to a power distribution line system that provides current for general electricity use, does not emphasize high safety, and can be used in non-densely populated areas (such as suburbs and areas outside the city).
Energy-Saving Lamp or LED Lamp: refers to a lighting fixture that consumes low electricity but provides stronger illumination.
Modernization: refers to being equipped with a switch control system, enabling convenient, rapid, and timely tracking of operational status and replacement of lighting system equipment.
Safety: refers to the use of high-quality power supply and lighting equipment to ensure safety for traffic and electricity use, and to be environmentally friendly.
Sustainability: refers to high efficiency, electricity saving, robustness and durability, interchangeability of lamp components, and long-lasting output.
