Article 1
Purpose. To define the scope, unit prices, principles, and methods for compensating holders of land use rights within the development area (comprehensive type) of the Thanaleng Dry Port and Integrated Logistics Zone Development Project in Vientiane Capital, covering an area of 51.1 hectares in Dongphosy Village, Xaysetha District, aiming to achieve uniformity and efficient results in the implementation of compensation for land use rights owners.
Article 2
Subject. This Agreement serves as the basis for determining the unit price of compensation for land use right holders within the 51.1-hectare development area of the Vientiane Thanaleng Dry Port and Comprehensive Logistics Zone Development Project (Integrated Type).
Article 3
Definition of Terms. 3.1 Vientiane Logistics Park (VLP) refers to: an area designated and developed by the State as a freight logistics zone in Vientiane Capital, in accordance with the National Freight Logistics Development Strategy of the Lao PDR and Decree No. 158/Government, located in Dongphosy Village, Hadxaifong District, Vientiane Capital. It is a comprehensive development zone for various activities including dry ports, transportation, logistics, movement of goods (import, export, transit), various types of storage systems, production and processing of export goods. 3.2 Logistics refers to: a management and operation system for the planned planning, control, storage, packaging, transshipment, transportation, service, and provision of related information for the process of moving goods, forming an efficient and effective chain from origin to destination according to customer needs. 3.3 Dry Port refers to: an inland transport interchange station located far from the sea, connected to seaports by one or more modes of transport, where customs officers and relevant law enforcement personnel control, store, and inspect the movement of goods for compliance with the international trade system. It is a cargo transshipment center capable of receiving, consolidating, distributing, storing, unpacking, and loading containers, and serves as an international checkpoint for the entry, exit, and transit of national goods under the conditions of international agreements.
