Article 1
Article 1 Purpose
This Law stipulates principles, regulations, and measures concerning the organization, activities, management, supervision and inspection, protection, promotion, and development of Lao youth, in order to unite the youth of all Lao ethnic groups into organizations, educate and cultivate them to possess good morals, conduct, correct values, and discipline, making them a strong force and successors to the national cause, aiming to enhance unity, promote patriotism, and stimulate the awareness and initiative of youth to participate in the cause of defending and developing the nation.

Article 2. Lao Youth
Lao youth refers to Lao citizens aged between fifteen and thirty-five years, regardless of gender, ethnicity, religion, belief, occupation, or social status.
Article 3
Article 3: Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Association refers to a social organization formally established in accordance with the law, voluntarily formed, regularly conducting activities, not for profit, and safeguarding the legitimate rights and interests of its members or community members;
2. Club refers to a social organization formally established in accordance with the law, voluntarily formed, regularly conducting activities, not for profit, and safeguarding the legitimate rights and interests of its members;
3. Youth Volunteer Team refers to a youth organization composed of members of the Lao People’s Revolutionary Youth Union and/or conscious, voluntary young individuals and persons dedicated to social work;
4. Group refers to a gathering of two or more persons, voluntarily, for the same purpose;
5. Labor Camp refers to a place where penalties are executed based on a final court judgment;
6. Rehabilitation Center refers to a place for administrative education, training, and rehabilitation of persons who have committed minor criminal offenses;
7. Risk refers to unexpected, uncertain matters and circumstances that may occur at any time;
8. Addictive Substance refers to substances derived from materials, the behavior of others, or harmful online social media, which stimulate the nervous system or psychology and cause serious negative impacts on the body and mind;
9. Discrimination refers to the non-acceptance of differences, equality, and reciprocity.
