Article 1
Purpose. This Agreement stipulates the principles and regulations concerning the implementation, operation, management, and inspection of ground-mounted or water-surface-mounted solar power generation and rooftop solar power generation activities (both grid-connected and off-grid systems), in order to ensure efficient and effective management of solar power generation work.
Article 2
Solar power management refers to the organization and implementation of solar energy activities, business operations, and usage in accordance with Lao laws, regulations, electricity technical standards, and the various stages of solar energy development.
Article 3
Principles for Solar Power Generation Work. To ensure that solar power generation management meets electricity demands and achieves efficiency and effectiveness, the following principles must be adhered to: 1. Solar development projects supplying power to the grid at voltage levels of 115 kV and above must ensure the power supply system has system stability (energy storage systems), with a storage capacity of at least 15% of the installed capacity; 2. Power generation development projects supplying power to medium-voltage and low-voltage grids must ensure the power supply system has system stability (energy storage systems), with a storage capacity of at least 15% of the installed capacity; 3. Construct small power systems to supply electricity to rural areas in remote regions without power; 4. Build energy storage power stations as needed, or combine with other energy sources, to ensure power supply meets demand and to enhance the efficiency and stability of the power system in terms of both electricity and voltage; 5. Construct rooftop solar power generation for self-use in residences, buildings, structures, and agriculture, not connected to the grid (i.e., standalone systems).
