Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures for the management and implementation of supervision and inspection of chemical storage work, in order to make such work convenient, safe, and compliant with technical specifications, aiming to ensure the safety of human health, life, property, and the environment, and to promote economic and social development in a green and sustainable direction.
Article 2
Chemical storage refers to the separation of chemicals by category, placement into containers in accordance with technical standards, and storage in warehouses or safe locations to ensure safety.
Article 3
Definition of Terms. The terms used in this Agreement shall have the meanings set forth below: 1. Class 1 refers to chemicals that may explode (explosive substances) as defined by the United Nations guidelines; 2. Class 2 refers to compressed gases, liquefied gases, or gases dissolved under pressure, i.e., substances that are entirely gaseous at 20 degrees Celsius and a standard atmospheric pressure of 101.3 kPa, including gases specified in Class 2 of the United Nations guidelines for the transport of dangerous chemical goods; 3. Class 2B refers to pressurized gases contained in small containers, i.e., aerosol cans (aerosol sprayers; sealed pressurized containers), such as pressure-resistant sealed containers, aerosol spray devices, and metal, glass, or plastic containers designed for single use; 4. Class 3A refers to flammable liquids with a flash point not exceeding 60 degrees Celsius; 5. Class 3B refers to flammable liquids with a flash point between 60 and 93 degrees Celsius; 6. Class 4.1A refers to flammable solids that may explode; 7. Class 4.1B refers to flammable solids that do not explode; 8. Class 4.2 refers to substances that may spontaneously ignite upon reaction with oxygen in the air or upon heating; 9. Class 4.3 refers to chemicals that produce flammable gases upon contact with water or air moisture; 10. Classes 5.1A, 5.1B, and 5.1C refer to oxidizing substances or substances that release oxygen, which may cause combustion of chemicals or other substances; 11. Class 5.2 refers to organic peroxides containing two linked oxygen atoms, also known as peroxide substances; 12. Class 6.1A refers to chemicals that produce toxic substances when incinerated; 13. Class 6.1B refers to non-flammable toxic chemicals; 14. Class 6.2 refers to chemicals that cause infection and affect health upon contact with or entry into the human body; 15. Class 7 refers to radioactive substances emitted by atoms with unstable nuclear structures, producing ions and emitting alpha rays, beta rays, gamma rays, or X-rays; 16. Class 8A refers to substances that can corrode metals, non-metals, or the human body and are flammable; 17. Class 8B refers to substances that can corrode metals, non-metals, or the human body but are non-flammable; 18. Class 10 refers to viscous flammable liquids not belonging to Classes 3A and 3B, which may cause fire spread or explosion; 19. Class 11 refers to solids that are flammable or may promote combustion through friction; 20. Class 12 refers to liquids that are non-flammable or do not cause combustion; 21. Class 13 refers to solids that are non-flammable or do not cause combustion; 22. Flammable substances refer to gases that, when mixed with air, have a flash point at temperatures not exceeding 20 degrees Celsius and a standard atmospheric pressure of 101.3 kPa or 760 mmHg, or liquids with a flash point not exceeding 93 degrees Celsius, or flammable liquids, or flammable solids, or substances that cause fire through friction or impact; 23. PSI refers to the unit of pressure measured in pounds per square inch.
