Article 1
This guideline stipulates the management methods and procedures for the movement of logs harvested from production forest areas, forest land conversion areas, and infrastructure construction areas, from Site I to Site II and Site III, to ensure uniformity in implementation nationwide, aiming to guarantee the accuracy and traceability of the origin of logs from Site I to Site II and Site III, and to comply with technical specifications and legal provisions.
Article 2
Marking of Trees to be Felled.
1.1 Production Forest Areas: The marking of trees to be felled in production forest areas must be carried out in accordance with the numbers recorded in the pre-harvest survey report (approved by the government) and executed as per Figure 1 below.

1.2 Forest Land Conversion Areas and Infrastructure Construction Areas: In forest land conversion areas and infrastructure construction areas where the survey has been completed (100%), the marking of trees to be felled shall be executed as per Figure 2 below.

For areas where sampling methods are used to assess timber volume, marking of trees to be felled is not required; however, after felling, the felling team (or felling section) number, tree number, and log number must be marked on the log end face. For areas within forest land conversion areas and infrastructure construction areas where stump positions cannot be verified to trace timber sources, such as hydropower stations, mining areas, line corridors, and other areas, marking tree numbers on stumps is not required.
Article 3
Logging.
The provincial agriculture and forestry office, based on the annual logging plan approved by the government, shall issue logging permits to production forest areas, forest land conversion areas, and infrastructure construction areas in accordance with Form 1, and shall follow the following principles:
- Logging in production forest areas must comply with the technical guidance documents on forestry surveys and logging principles for production forests, effective at each stage by the forestry department, and logging managers shall record logging activities in accordance with Form 2A;
- Logging in forest land conversion areas and infrastructure construction areas must be conducted using clear-cutting methods within the permitted scope, and loggers shall record logging activities in accordance with Form 2B.
