Articles

Article 1

Purpose. This Agreement stipulates the systems, methods, and measures for the management, monitoring, treatment, and disposal of PCB chemicals in power transformers and waste contaminated with PCB chemicals, in order to prevent and control pollution in accordance with scientific principles, aiming to protect the health and safety of humans, animals, and plants, prevent impacts on the environment, and contribute to economic and social development and environmental protection in a green and sustainable direction.

Article 2

Interpretation of Terms. The terms used in this agreement shall have the following meanings: 1. PCB chemicals refer to persistent, toxic organic chemical substances that remain stable for long periods in living organisms and the natural environment, can disperse over long distances, cannot decompose naturally, and pose serious hazards to health, life, property, and the environment, as determined by the categories listed in the hazardous chemicals catalog; 2. PCB chemicals in power transformers refer to PCB chemicals mixed into power transformer oil; 3. Waste contaminated with PCB chemicals refers to containers, packaging materials, and implements that are contaminated with such chemicals, damaged, or no longer used for containing or covering, during the period awaiting treatment and disposal; 4. Possessor of power transformers and waste contaminated with PCB chemicals refers to individuals, legal persons, or organizations that possess power transformers containing PCB-contaminated oil or possess waste contaminated with PCB chemicals.

Article 3

Scope of application. This Agreement applies to domestic and foreign individuals, legal entities, or organizations living and operating within the territory of the Lao People's Democratic Republic.
