Pursuant to: Law on Handicrafts No. 02/NA dated 25 July 2008; Decree on the Organization and Activities of the Ministry of Industry and Commerce No. 230/PM dated 24 July 2017; Request Letter of the Department of Industry and Handicrafts No. 1759/MOC.Handicrafts dated 16 December 2020. The Minister of Industry and Commerce decides:
Article 2
Purpose. This Decision stipulates the principles, regulations, and measures regarding the establishment, activities, and support of handicraft promotion centers, making them lawful and compliant, aiming to promote handicraft products to improve quality and increase value, protect the legitimate rights and interests of business operators, enhance the professional level of handicraft artisans of all ethnic groups, and create employment for people of all ethnicities; while simultaneously promoting learning, skill transmission, and the sustainable development of the handicraft tradition, contributing to national economic and social development.
Article 3
Handicraft Promotion Center. A Handicraft Promotion Center is a venue for vocational skills training and upgrading in handicrafts established in accordance with Article 37 of the Handicraft Law, serving as a place for displaying and selling handicraft products, conducting training and vocational skills upgrading, and also as a venue for research, production process demonstrations, holding academic seminars for mutual exchange of experience, buying, selling, cooperation, and mutual assistance among handicraft artisans, and as a museum for preservation purposes, aiming to enable handicraft work to expand continuously and sustainably.
