Articles

Article 1

This guiding opinion is formulated pursuant to Article 41 of the Law on Forestry No. 64/National Assembly dated June 13, 2019, and Article 7 of the Decree on Supporting Forest Plantation and Afforestation for Commercial Purposes No. 247/Government dated August 20, 2019, aiming to ensure uniformity in organizational implementation, particularly regarding procedures and methods for registration of planted forests and certification of planted timber; and to establish coordination mechanisms and division of responsibilities among provincial, district, and commune levels, while simultaneously promoting the afforestation process, facilitating individuals, legal persons, or organizations in registering planted forests and certifying planted timber, systematizing and technically standardizing the management of planted forests and planted timber to be effective, contributing to national economic and social development.

Meaning and Importance of Plantation Forest Registration and Planted Timber Certification: Plantation forest registration and planted timber certification refer to the confirmation of ownership and origin of plantation forests and planted timber, so that the State can implement relevant policies for planters or forest investors regarding the harvesting, transportation, sale, and export of planted timber and planted timber products; at the same time, it promotes the afforestation process, facilitates the registration and certification of plantation forests and planted timber for individuals, legal persons, or organizations, and systematizes the management of plantation forests and planted timber, standardizes techniques, and makes it effective, contributing to the national economic and social development.
