Pursuant to: The Forestry Law No. 64/NA dated June 13, 2019; The Decree on Protected Forests No. 134/Govt dated May 13, 2015; The Prime Minister's Decree on the Organization and Activities of the Ministry of Agriculture and Forestry No. 99/PM dated March 9, 2017; The Request Letter of the Department of Forestry No. 5050/DoF dated September 22, 2020; The Study and Recommendation of the Department of Policy and Legal Affairs No. 667/DoPLA dated October 2, 2020. Over the past period, the Government has formulated policies to encourage individuals, legal entities, or organizations to conduct nature-based tourism businesses within forest areas and forest land, particularly in protected forest areas rich in biodiversity and scenic beauty, while ensuring no adverse environmental impacts. This has enabled parties to understand and recognize the importance of forests, following the guideline of "Protection and Coexistence, Sharing Benefits," thereby creating employment and increasing income for local people, achieving considerable results. At the same time, some business activities have not strictly complied with relevant laws and regulations, notably characterized by fragmented licensing, uncentralized and non-unified management, resulting in the State, protected forests, and the people not receiving due benefits. To address the above issues, aiming to achieve efficient, systematic, and centralized management of nature-based tourism business activities in protected forest areas in compliance with laws and regulations, the Minister of Agriculture and Forestry hereby issues the following order:
Article 2
Assign the Forestry Department and the Agriculture and Forestry Departments (Divisions) of provinces and the capital city to direct the Management Boards of National Protected Forests, National Park Areas, and National Wildlife Protected Areas to urgently implement the following key and pressing tasks:

Disseminate and popularize laws, decrees, and regulations related to natural tourism work in natural protection forest areas, so that organizations, society, and operators are informed, understand, and fully fulfill their obligations in accordance with the provisions of laws and regulations.
