Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the registration of chemical books, and the import, export, and transit of chemicals, in order to facilitate and expedite business operations, ensure that the use of chemicals complies with professional principles, laws, and regulations, aiming to ensure safety for health, life, property, and the environment, and to participate in the national socio-economic development.
Article 2
Chemical registration, import, export, and transit of chemicals. Chemical registration means the approval of a specific type of chemical for the purposes of production, filling, packaging, trading, protection, research, testing, supply, transport, import, export, storage, possession, disposal, and handling. Import and export of chemicals means bringing chemicals into Laos and exporting chemicals from Laos, including temporary import and export through international border checkpoints. Transit of chemicals means the transport of chemicals through the territory of Laos via international border checkpoints, without changing the container or transport vehicle.
Article 3
Interpretation of Terms. The terms used in this Agreement have the following meanings: 1. Chemical risk assessment refers to the process of studying the potential hazards that chemicals may pose to health, life, property, and the environment; 2. Chemical accident prevention and response plan refers to the determination of measures to prevent chemical accidents and the methods for responding when accidents occur; 3. Manufacturer's certificate of chemical analysis results refers to a certificate of the results of research and analysis of the chemical composition of mixtures or compounds; 4. Manufacturer's chemical safety information document refers to a document from the chemical manufacturer providing information on the source, hazardous characteristics, and prevention and response measures for the chemical; 5. Electronic system refers to the process of submitting documents via the internet; 6. Technology refers to methods and measures for chemical safety management, such as containment tanks, labeling, classification, packaging, emergency response, and health protection.
