Articles
Article 1
Purpose. This Agreement stipulates the principles and regulations governing the implementation and management of self-certification of origin for goods under the ASEAN Trade in Goods Agreement, in order to facilitate goods exporters, aiming to ensure that this work is carried out correctly and in compliance with the laws and regulations of Laos and ASEAN.
Article 2
Self-Certification of Origin of Goods under the ASEAN Trade in Goods Agreement. Self-certification of origin of goods under the ASEAN Trade in Goods Agreement is the process by which the exporter of goods handles the self-certification of origin on its own, i.e., for each export, using a detailed declaration of origin in accordance with the rules of origin under the ASEAN Trade in Goods Agreement.
Article 3
Interpretation of terms. The terms used in this Agreement shall have the following meanings: 1. Exporter means a manufacturer or import-export company authorized to export goods; 2. Exporter eligible for self-certification of origin (Certified Exporter) means an exporter authorized by the Import-Export Management Department to self-certify the origin of goods under the ASEAN Trade in Goods Agreement (AWSC); 3. Certificate of Qualification (Certified Exporter Certificate) means an official document certifying that an exporter is qualified to self-certify the origin of goods under the ASEAN Trade in Goods Agreement; 4. Detailed Declaration of Origin means a document in which the exporter declares detailed information on the origin of goods when conducting self-certification of origin, submitted to customs officials of the importing country to apply for preferential tariff treatment under the regulations on issuance of Certificates of Origin under the ASEAN Trade in Goods Agreement; 5. Self-certification of origin of goods means the self-certification of origin of goods under the ASEAN Trade in Goods Agreement.
