Articles

Article 1

Purpose. This Guide sets out the principles, regulations, and methods for the declaration, inspection, and control of goods under the ASEAN Customs Transit System, in order to comply with the ASEAN Framework Agreement on the Facilitation of Goods in Transit and relevant laws and regulations.

Article 2

Principles. The customs authorities shall apply the ASEAN Customs Transit System to manage and facilitate the transit of goods within ASEAN member states, in order to reduce the time and cost of customs clearance procedures, reduce paper usage, exchange information electronically through the ASEAN Transit Goods Information System, improve accuracy, ensure transparency and speed, and enhance efficiency and effectiveness. The customs authorities shall cooperate with relevant domestic and international parties in implementing the ASEAN Customs Transit System, in accordance with the principles of the protocols of the Agreement on the Facilitation of Transit Goods in ASEAN, namely: Protocol 1 on Designation of Transit Routes and Infrastructure, Protocol 2 on Designation of Frontier Posts, Protocol 3 on Designation of Types and Quantities of Means of Transport, Protocol 4 on Technical Standards for Means of Transport, Protocol 5 on the ASEAN Scheme of Insurance for Means of Transport, Protocol 6 on Transshipment of Goods at Railway Stations at Border Posts, Protocol 7 on the ASEAN Customs Transit System and Technical Annex, Protocol 8 on Sanitary and Phytosanitary Measures, and Protocol 9 on Measures for Dangerous Goods.
