Articles

Article 1

Purpose. This Agreement stipulates the principles, rules, and measures for managing, tracking, and inspecting the quality of mobile telephone networks, the internet, and their services, in order to ensure that services are of quality, efficiency, transparency, convenience, speed, and security, aiming to guarantee that service quality complies with international rules, principles, and technical standards.

Article 2

Quality of Mobile Telephone Networks, Internet, and Services. The quality of mobile telephone networks, internet, and services refers to the quality of mobile telephone network and internet services, as well as user satisfaction, which shall conform to standard values and have recognized inspection and measurement methods.

Article 3

Definition of terms. The terms used in this Agreement have the following meanings: 1. Standard value refers to the numerical value or character set as the standard for each target to be tracked and inspected in this Agreement; 2. Tr (CertROM Download) refers to the average speed of actual data download; 3. Tu (CertROM Upload) refers to the average speed of actual data upload; 4. Ar (Advertised Download) refers to the data download speed informed to users by the service provider; 5. Au (Advertised Upload) refers to the data upload speed informed to users by the service provider; 6. Indoor inspection refers to inspection conducted inside a building at a location, such as train stations, airports, shopping malls, etc.; 7. Outdoor inspection refers to inspection conducted outside a location, such as near train stations, airports, shopping malls, etc.; 8. Mobile inspection refers to inspection conducted while moving from one point to another at a speed of less than 60 km/h; 9. Low-level technology refers to the type of service that can be resolved through guidance from the customer service center without the need for on-site handling; 10. High-level technology refers to system or infrastructure technology that cannot be resolved immediately or requires on-site handling.
