Articles
Article 1
Purpose. This Agreement stipulates the principles, rules, and measures concerning the management of domestic and international internet central system access, in order to unify communication hubs, making them orderly, compliant, convenient, rapid, secure, and modernized, aiming to protect the legitimate rights and interests of the State, legal persons, and organizations, safeguard national security, social tranquility and order, and contribute to the national economic and social development.
Article 2
Internet Network System Access. Internet network system access refers to the connection of the internet network of a legal person or organization to the central system of the National Internet Center. The central internet system is divided into two types as follows: Domestic Internet Central System (Domestic Internet Exchange Point, IXP), which refers to the system for interconnection and data exchange among domestic internet networks, such as the networks of internet service providers, networks of various state organs and organizations, networks of the financial-banking sector, networks of educational institutions, and interconnection through the internet information center, to facilitate convenient, rapid, and secure domestic information data exchange and to prevent internet signals from flowing abroad. International Internet Central System (International Internet Gateway, IGW), which refers to the internet network access system serving as the portal for interconnection between domestic internet networks and foreign internet networks, ensuring the unified aggregation of communications, telecommunications, and the internet.
Article 3
Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Internet Service Provider refers to a service provider that provides internet access services to users, enabling users to connect to the internet; 2. Class 1 Licensed Internet Service Provider refers to a provider authorized to offer internet services, possessing its own network, and capable of providing services nationwide; 3. Class 2 Licensed Internet Service Provider refers to a provider authorized to offer internet services, with or without its own network, and capable of providing services within the capital or a province; 4. Class 3 Licensed Internet Service Provider refers to a provider authorized to offer internet services, with or without its own network, and capable of providing services within a district of the capital or a province; 5. Unified Communication Convergence refers to the interconnection of domestic and cross-border telecommunication transmission line systems of telecommunications and internet service providers through access points designated by the National Internet Center and the Ministry of Posts and Communications; 6. Network Access refers to the interconnection between the telecommunications or internet networks of service providers to enable users to communicate with each other; 7. Internet Protocol (IP) refers to identification codes used to provide internet network services on networks of devices and computer systems, including internet numbers of various generations, such as IPv4 and IPv6; 8. Autonomous System (AS) Number refers to a unique and non-repeating number set for grouping networks, used as an identifier for an organization's network; 9. Access Port refers to the access point for signal transmission lines on network equipment, with specifications sized to receive different data signals according to standards; 10. Peering Protocol refers to the principle of mutual access between two organizations, identified by AS numbers; 11. Global Route refers to all routing paths within the global internet network.
