Article 1
Purpose. This Decision establishes principles and regulations for the management, monitoring, and inspection of the use of small satellite earth station communication systems, in order to facilitate, expedite, and sustain the development of such work with high efficiency and effectiveness, aiming to ensure national stability and security as well as social order, and to contribute to the protection, construction, and development of the country.
Article 2
Very Small Aperture Terminal (VSAT) Communication System. A Very Small Aperture Terminal (VSAT) communication system is a type of fixed satellite communication system that uses a small antenna with an antenna aperture diameter of less than or equal to 4.5 meters, capable of communicating between an earth station and one or more satellites in a transmit-receive, transmit-only, or receive-only mode.
Article 3
Definition of terms. The meanings of the terms used in this Decision are as follows: 1. "Hub Station" refers to the central station of a small satellite earth station communication system, connecting various VSAT stations, consisting of one or more satellite communication devices (Hub VSAT) forming the same network; 2. "Connection of a small satellite earth station communication system" refers to the interconnection of one or more VSAT stations via a hub station or without a hub station to access one or more satellites.
