Article 1

Article 2

Purpose: 1. To further refine and tighten certain provisions of the "Decision on Licensing Postal Service Operations"; 2. To provide guidance, explanations, and examples for practical implementation; 3. To provide a basis for provincial and capital postal and telecommunications offices to correctly implement in accordance with principles and achieve unified understanding.

Article 3

Explanation of the content of Article 4, Paragraph 4: — Ensuring service technical standards means that the service provider must have packaging methods, document forms, item tracking, etc.; — Ensuring the speed of service means that the service provider must send and deliver items within its self-determined time limits; — Ensuring safety means that the service provider must inspect items before placing them into boxes/cabinets, and if the items are dangerous or fragile, must inform the user to use special packaging and explain the delivery risks, etc.; — Ensuring quality means that items must be delivered to the final recipient within the prescribed time limit, in unchanged condition, and without damage or loss.
