Articles

Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures for organizing the protection of consumers of goods, products, and services in the field of standards and metrology, enabling consumers to use goods, products, and services that have quality, comply with technical regulations and national standards, and are harmonized with regional and international regulations, aiming to protect the rights and legitimate interests of consumers of goods, products, and services in the Lao People's Democratic Republic.

Article 2

Consumer Protection in the Field of Standards and Metrology. Consumer protection in the field of standards and metrology refers to measures taken to protect consumers' lives, health, environment, property, rights, and legitimate interests from the impact of using goods, products, and services that are substandard, lack quality, or do not conform to standards and metrology.

Article 3

Definition of Terms. The terms used in this agreement are defined as follows: 1. "Consumer" means an individual, legal person, or organization that lawfully purchases and uses goods, products, and services without a commercial purpose; 2. "Supplier" means an individual, legal person, or organization that produces, sells, purchases for resale, provides services, or imports and delivers goods for sale to consumers; 3. "Service" means services provided for monetary or other benefits, including the provision of usage or property benefits; 4. "Quality" means the inherent attributes of goods, products, and services that conform to promulgated and implemented standards or technical regulations; 5. "Standard" means the inherent attributes of goods, products, services, processes, environments, and standard-related issues, used to evaluate, classify, and grade the quality of the above items, established and adopted on a unified basis by a recognized standards body; 6. "Technical Regulation" means technical specifications for goods, products, services, processes, environments, and other related issues; 7. "Metrology" means the determination of numerical values to indicate the characteristics, specifications, or quantities of items to be measured or known, using measurement templates, tools, and equipment, in compliance with the standards prescribed by the Law on Metrology; 8. "Self-Complaint" means an individual or legal person using goods, products, and services submits an issue affecting them to a consumer protection unit for resolution; 9. "QR Code" means a two-dimensional code developed from barcodes, capable of carrying more data in numbers and text, used for sales, transportation, marketing, public relations, and accessing various websites.
