Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures for the quality and safety management, inspection, and certification of electrical and electronic equipment produced, imported, exported, and sold in the Lao People's Democratic Republic, in compliance with laws, national standards, principles, and technical regulations, and in harmony with regional and international regulations, aiming to provide quality electrical and electronic equipment, ensure consumer safety, and protect life, property, and national common assets.
Article 2
Management of Electrical and Electronic Equipment. Management of electrical and electronic equipment refers to the tracking and inspection of technical and professional documents during testing and inspection to ensure that electrical and electronic equipment possesses performance, quality, and safety in use, and complies with national, regional, and international standards. This is limited to electrical and electronic equipment using alternating current with a voltage from 50 volts (V) to 1000 volts (V), or using direct current with a voltage from 75 volts (V) to 1500 volts (V).
Article 3
Interpretation of Terms. The terms used in this agreement have the following meanings: 1. "Electrical and electronic equipment" means finished products powered by alternating current and direct current; 2. "Operator of electrical and electronic equipment" means an individual, legal person, or organization that has registered as an enterprise, obtained a business license from the relevant authority, and operates lawfully in accordance with the laws and regulations of the Lao People's Democratic Republic; 3. "Consumer" means an individual, legal person, or organization that uses electrical and electronic equipment from an operator; 4. "Staff" means personnel appointed by the management authority or relevant state agencies to engage in quality management, inspection, or safety inspection of electrical and electronic equipment; 5. "MRA (Mutual Recognition Arrangement)" means the conclusion of a mutual recognition arrangement.
