Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the quality and safety management of special equipment, applicable to individuals, legal persons, and organizations applying for permits to produce, import, use, and carry out installation, modification, and repair of special equipment in the Lao People's Democratic Republic, based on compliance with regulations, principles, laws, and national standards, and in coordination with regional and international regulations, aiming to monitor, encourage, and promote the quality of special equipment to ensure safety for users, protect life, property, and the environment, and contribute to the national economic and social development.
Article 2
Quality and safety management of special equipment. Quality and safety management of special equipment refers to the organization and implementation of principles, regulations, and measures in the areas of tracking, inspection, and testing of production, importation, and use, as well as the issuance of quality certificates and installation, modification, and repair permits, to ensure safety in use.
Article 3
Interpretation of terms. The terms used in this Agreement have the following meanings: 1. "Special equipment" refers to equipment that poses risks, may cause unsafety, and endangers life, property, and the environment, such as boilers, pressure vessels, pressure pipelines, elevators, cranes, transport cableways, large amusement park rides, vehicles operating in specific areas, and hazardous chemical storage tanks; 2. "Quality certificate" refers to a formal recognition document issued by the special equipment safety management authority, certifying that special equipment has been inspected and found compliant with technical regulations and national standards; 3. "Special equipment installation, modification, and repair permit" refers to a permit issued by the special equipment safety management authority to providers of special equipment installation, modification, and repair services; 4. "Special equipment user" refers to individuals, legal persons, and organizations that use special equipment in business or non-business operations; 5. "Modification" refers to changes to the structure of special equipment, replacement of systems, and enhancement of performance; 6. "Repair" refers to replacing components or restoring a piece of equipment with degraded quality to normal use; 7. "Transport cableway" refers to a cable made of multiple metal strands twisted together, assembled as a rope in mechanical systems, mechanisms, and other convenience facilities, used for towing or hauling to transport passengers and various items; 8. "Use mark" refers to a mark issued by the special equipment quality and safety management authority, to be affixed, hung, or installed on special equipment that has passed inspection; 9. "Committee" refers to the National Technical Committee; 10. "Inspection and testing unit" refers to the National Standards Certification and Quality Inspection Center.
