Article 1
Purpose. This Decree stipulates principles, regulations, and measures for the management, monitoring, and inspection of the dissemination and popularization of legal normative documents, aiming to make this work systematic and efficient, with the goal of enabling citizens to deeply, widely, and comprehensively know, understand, consciously respect, and comply with the law; to resist and curb negative phenomena in society; to enhance the effectiveness of state management and social governance according to law, contributing to economic and social development, and maintaining stability, order, and justice.
Article 2
Dissemination and Publicity of Legal Normative Documents. Dissemination and publicity of legal normative documents refers to the explanation, clarification, guidance, and provision of information on the content of the Constitution, laws, and sub-legal normative documents, as well as international treaties and agreements to which the Lao People's Democratic Republic is a party, through various forms and methods, enabling citizens to know, understand, and strictly comply.
