Article 1
Preamble. This Guiding Opinion is issued based on: Resolution No. 25/CP-PQ of the Politburo of the Party Central Committee, dated December 22, 2014, on the direction, objectives, and measures for "Building the Province as a Strategic Unit, Building the District as a Comprehensive and Strong Unit, and Building the Commune as a Development Unit"; Directive No. 34/TTg of the Prime Minister, dated August 23, 2016, on the same theme; Official Dispatch No. 1862/VPCP of the Government Office, dated October 18, 2019, on continuing to promote and guide the patriotic emulation process, building and developing communes, and thoroughly implementing the "Three Builds" work nationwide. The 10th Session of the 7th National Assembly approved the Government's report on the results of pilot implementation of the "Three Builds" work and decided to continue its implementation as a regular task of the Government. The Government decided to assign this work to the Ministry of Internal Affairs as the Prime Minister's advisory body, responsible for guiding, monitoring, promoting, summarizing, and evaluating the "Three Builds" work. The Ministry of Internal Affairs previously issued Guiding Opinion No. 02/BNV, dated February 14, 2017, on implementing Directive No. 34/TTg; the implementation of the "Three Builds" work in the past has not been satisfactory, with evaluation and summary reports being fragmented and lacking uniformity. Therefore, to ensure uniform evaluation of the "Three Builds" work nationwide, the Minister of Internal Affairs issues the following Guiding Opinion on the evaluation of the implementation of the "Three Builds" work.
Article 2
I. Purpose and Target Levels. 1. Determine the principles, detailed methods, and steps for evaluating the "Three Constructions" work; 2. Serve as a basis for research and forming a unified understanding, so that the actual evaluation work is conducted consistently nationwide in the direction set by the attached evaluation form; 3. Serve as a basis for ministries, central agencies, and localities to uniformly carry out the evaluation of the implementation of the "Three Constructions" work at various stages.
Article 3
II. Evaluation Principles. 1. Evaluation must comply with the Party's resolutions, orders, and the state's regulations and laws; 2. Ensure correctness, transparency, practicality, and coordinate with relevant central and local ministries and agencies to achieve uniformity; 3. Evaluation must conform to local realities, be implemented step by step correctly, with clear data, analyzed using scientific methods, and reasonably confirm target levels for each sector according to standards set by respective departments.
