Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures concerning the confirmation of radio frequencies for unmanned aerial vehicles, aiming to achieve national uniformity, maximum efficiency and effectiveness, to ensure national stability, security, and social order, and to contribute to the defense and construction and development of the country.

Article 2

Unmanned Aerial Vehicle (UAV). A UAV is an unmanned, radio communication frequency device that flies in the air, controlled by an operator located outside the flight vehicle through a flight control system. The International Telecommunication Union (ITU) refers to it as an “Unmanned Aircraft System” (UAS), or commonly known as a “Drone.”

Article 3

Definition of terms. The terms used in this agreement have the following meanings: 1. International Telecommunication Union (ITU), refers to the international organization responsible for international convention affairs, managing and formulating information and communication technology standards; 2. Radio communication frequency equipment, refers to equipment that utilizes radio communication frequencies for receiving, transmitting, or transceiving signals, information, intelligence, text, sound, and images.
