Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the organization and implementation of construction quality inspection work within the territory of the Lao People's Democratic Republic, aiming to ensure construction quality in accordance with regulations, principles, laws, and national standards, in harmony with regional and international rules, so that buildings meet quality and standard requirements, are safe for users, protect life, property, and the environment, and contribute to national socio-economic development.
Article 2
Construction quality inspection. Construction quality inspection refers to the review of technical documents, testing and examination of construction materials, and monitoring and inspection of the structure and related components of a construction project, in accordance with principles, regulations, and standards.
Article 3
Interpretation of terms. The terms used in this agreement shall have the following meanings: 1. Construction engineering refers to the application of scientific and technical principles to the design, planning, and advancement of the construction implementation process to obtain buildings with quality, safety, and reliability; 2. Construction refers to the process of organizing and implementing various activities of building, erection, installation, and repair, from feasibility study, survey, engineering design until the completion of the building; 3. Building refers to a product formed by manpower, materials, machinery, vehicles, and construction equipment together with various accessories and installation parts, firmly attached to the ground, ground surface, underground, underwater, and above water, built according to design, for personal use, or as a technical and social infrastructure system; 4. Pre-construction inspection refers to the review of technical documents, inspection and testing of materials before commencing construction activities; 5. In-progress construction inspection refers to conducting checks, inspections, and tests during various stages of construction; 6. Post-completion inspection refers to conducting checks, inspections, and tests on the building after the completion of construction implementation; 7. Quality refers to the characteristics required in physical, chemical, and mechanical aspects in accordance with national, regional, and international standards; 8. Quality inspector refers to a person appointed by the relevant state management agency or department to carry out quality inspection.
