Article 1
Article 1 Purpose
This Law stipulates principles, regulations, and measures for the management, supervision, and inspection of work on gender equality, in order to organize such work efficiently and effectively, aiming to enhance the rights and roles of women and men, ensure genuine equality between women and men on the basis of equal conditions and opportunities, meet development needs, protect the legitimate rights and interests of women and men, eliminate all acts constituting discrimination against gender equality, align with regional and international standards, and contribute to the defense and development of the nation.

Article 2 Gender Equality
Gender equality means equality in rights, interests, responsibilities, decision-making on issues, and opportunities for development in all areas of work and family life in society.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Gender roles refer to the differences in responsibilities, behaviors, practices, and interactive activities between men and women that are socially recognized and evolve with the development of society over time;
2. Gender mainstreaming refers to the integration of gender roles into the formulation of policies, strategies, plans, programs, and activities to create opportunities for women to develop equally with men;
3. Economic resources refer to assets, land, capital, labor, wages, and means of production;
4. Discrimination refers to the distinction, exclusion, restriction of participation, differential treatment, denial, non-recognition, or disregard of the roles and characteristics of women and men;
5. Knowledge-based society refers to a social process that promotes learning among individuals and members of society through media, technology, and other channels, thereby creating knowledge and skills that can be used to solve social problems;
6. Knowledge-based economy refers to an economy that relies on people's skilled experience and creativity, acquired through long-term accumulation of experience and learning, and possessing cultural value;
7. Gender equality work refers to activities in all social aspects aimed at promoting and advancing women from their current disadvantaged status to a position of genuine equality with men in all areas;
8. Gender situation refers to the comparison of the status of men and women in society and the family;
9. Complaint refers to the submission of opinions, accusations, and requests for justice.
