Article 1
Purpose. To approve the formulation of principles and regulations for providing compensation to land use right holders, land users, and owners of buildings, crops, and other developments within the reserved area of the 230 kV high-voltage transmission line construction project of Electricité du Laos (from Nabong Substation in Pakngum District, Vientiane Capital, to Dongphosy Substation in Hadxaifong District), in order to mobilize the people affected by the construction route of this project to understand and be aware of the government’s development policies and guidelines, aiming to ensure that land use right holders, land users, and owners of buildings, crops, and other developments receive appropriate compensation, resettlement, and relocation, so that their lives are improved or maintained compared to the previous state, in compliance with the Prime Minister’s Decree No. 84/PM, dated April 5, 2016, on Compensation and Resettlement of People Affected by Development Projects, and to serve as a basis for research, data collection, and determination of unit prices for compensation based on actual impacts.
Article 2
Project Objective. The 230 kV High-Voltage Transmission Line Construction Project of Electricité du Laos (from Nabong Substation in Pakngum District, Vientiane Capital to Dongphosy Substation in Hadxaifong District) is a project of the Government of the Lao PDR, entrusted to Electricité du Laos for construction and management under the leadership of the Ministry of Energy and Mines. The main purpose of the project is to transmit electricity from northern hydropower plants to fully supply consumption within Vientiane Capital, with surplus electricity sold to neighboring countries.
Article 3
Scope of Application. This Agreement applies to party and government organizations, mass organizations, society, individuals, legal persons, and all relevant departments, for the purpose of providing compensation and resettlement relocation to land rights holders, land users, buildings, crops, and other developments affected by the 230 kV high-voltage transmission line construction and development project of the Lao National Power Company (from the Nabong Substation in Pakngum District to the Dongphosy Substation in Hadxaifong District, Vientiane Capital); the project has a total length of 37.5 kilometers, with a transmission line corridor width of 35 meters, covering four districts, namely Pakngum District, Xaythany District, Xaysettha District, and Hadxaifong District, passing through 15 villages.
