Article 1
Purpose. This Decision stipulates principles, regulations, and measures for the management, monitoring, and inspection of the assessment of land and building prices in various areas of Xieng Khouang Province, serving as the basis for the systematic, complete, equal, accurate, transparent, and fair calculation of fees for registration of land use rights changes, changes in land use purposes, and transfer of state-owned land use rights, in compliance with the law and actual conditions, contributing to the economic and social development of the province, and protecting the ecological environment in a green, clean, and sustainable direction. This Decision shall not serve as the basis for calculating compensation fees or expropriation fees for land and buildings affected by state investment projects or various business activities; for such cases, separate methods shall be formulated for each affected target.
Article 2
Land and Building Price Assessment. Land and building price assessment refers to the valuation of land and buildings, aimed at ensuring maximum protection of the legitimate rights and interests of land use right holders and building owners, achieving fairness and transparency across all regions of this province, and serving as the price data basis for calculating service fees; holders or owners of use rights are obligated to pay fees to the State when registering legal acts related to land and buildings. Land and building price assessment shall be adjusted in stages in accordance with changes in economic and financial conditions, as well as amendments to the Land Law and subordinate regulations under laws related to land and buildings.
