Article 1
Purpose. This Decree stipulates the principles and systems for the establishment, management, utilization, and monitoring of the Energy Promotion and Development Fund, with the aim of raising, mobilizing, and accumulating funds to ensure sufficient and sustainable financial resources for energy research, handling of energy emergencies, and the development of the energy sector in a diversified, highly efficient, green, and sustainable direction, contributing to the national socio-economic development.
Article 2
Energy Promotion and Development Fund. The Energy Promotion and Development Fund, abbreviated as "EPDF" (ກສພ), is a national fund under the management of the Ministry of Energy and Mines, established for the purpose of raising funds from domestic and foreign sources to support the promotion and development of the energy sector, including energy development in rural areas.
Article 3
Interpretation of Terms. The terms used in this Decree have the following meanings: 1. Energy: refers to the capacity of an object or certain equipment to perform work or generate various types of work. Energy has two sources: renewable energy and non-renewable energy; 2. Renewable energy: refers to energy considered inexhaustible and recyclable, such as wood, firewood, rice husks, bagasse, plant waste, biogas, hydropower, solar energy, geothermal energy, wind energy, wave energy, or underwater energy; 3. Non-renewable energy: refers to energy that is depleted after use, with sources including coal, crude oil, mineral fuel oil, natural gas, nuclear energy, etc.; 4. Biofuel: refers to liquid fuel extracted from biomass, energy crops, animal fats, cassava, corn, sugarcane, and agricultural industrial waste, with a chemical structure equivalent to petroleum products, produced through specific processes and production procedures; 5. Household power supply system: refers to a power supply system that produces electricity from various types of renewable energy, used only within a single village area, and unable to connect to the grid.
