Articles
Article 1
Purpose. This Regulation aims to establish the principles, rules, and measures for the management, supervision, and inspection of the dispatch of Lao workers abroad for employment, in order to ensure that this work is carried out correctly and efficiently.
Article 2
Sending Lao Workers to Work Abroad. Sending Lao workers to work abroad refers to the act by an agency for sending Lao workers to work abroad, of dispatching workers who are Lao citizens to work, undergo internships, and receive on-the-job training abroad.
Article 3
Definition of Terms. The terms used in this Law shall have the following meanings: 1. Employment service network refers to village-level labor and social welfare units, district and provincial employment service points, employment service companies, and labor skill development venues; 2. Labor skill refers to skill, proficiency, labor capacity, and labor attitude; 3. Dispatch license refers to the license issued by the Ministry of Labor and Social Welfare for dispatching Lao workers to work abroad; 4. Permit for working abroad (labor card) refers to the labor card issued by the Ministry of Labor and Social Welfare to Lao citizen workers who will work abroad; 5. Internship refers to the dispatch of Lao workers who are trainees to work as interns abroad within the scope of bilateral cooperation; 6. On-the-job training refers to the dispatch of Lao workers to a company with a branch or parent company abroad for practical on-the-job training for a period not exceeding one year; 7. Labor visa refers to the permit granted under the laws of the destination country for Lao workers to legally work abroad; 8. Labor contract refers to the agreement between a worker and an employer, or between a worker’s representative and an employer’s representative, concerning working conditions, wages or labor remuneration, benefits, and other policies; 9. Binding contract refers to the agreement between a worker and the agency dispatching workers abroad; 10. Labor supply contract refers to the agreement between the agency dispatching Lao workers abroad and the party receiving Lao workers abroad.
