Article 1
List of Mineral Product Categories for Mining Use. The list of mineral products for mining use is established by mineral type, serving as the basis for approval of domestic sales, distribution, and export abroad, as follows: 1. Metallic Minerals (Metals). (1) Precious Metals: 1. Gold ore – concentrate, gold alloy ingot (gold + silver), pure gold bar (Gold Bar); 2. Silver ore – concentrate (Refined Bullion or Gold Bar), silver alloy ingot, pure silver ingot. (2) Base Metals: 1. Lead ore – concentrate (Refined Bullion), lead alloy ingot, pure lead ingot; 2. Copper ore – concentrate (Cathode/Anode), copper plate/copper metal; 3. Zinc ore – concentrate (Refined Bullion), zinc alloy ingot; 4. Zinc ore – concentrate 56/61% and 47.56%, zinc ingot Zn 99.99%, bauxite value-added product alumina (Alumina)/aluminum ingot; 5. Antimony ore – lump stibnite (Stibnite) 89.60%, antimony oxide (Sb2O3 95.3%) for blending with other metal ores to produce alloy products (Alloy); Iron metal – lump iron (with higher pure iron content, such as Pig Iron, pure iron, etc.). Coal – Anthracite Coal, Bituminous Coal, Sub-bituminous Coal, Lignite, classified based on calorific value, moisture, ash content, and impurity content. Potassium Salt – powdered or granular potassium salt (KCl Powder content ≥95% or KCl Oxide content <20% to 60%). Fluorspar lump/Fluorspar powder, Barite lump/Barite powder. Limestone – limestone with calcium oxide (CaO) content above 54%, in powdered and pelletized form; industrial limestone, calcium carbonate powder and granules, quicklime (limestone calcined and ground into powder). 2. Non-metallic Minerals for Construction (Stone Materials): 1. Decorative stone – Marble (cut and divided by size), marble carved into various products; 2. Limestone for construction – construction stone with size <25 cubic centimeters and >25 to 250 cubic centimeters.
Article 2
Establishment of the List of Mineral Product Types for Mining Use. This Agreement only stipulates the types of minerals for which the government has previously issued licenses. The Ministry of Energy and Mines will study and determine the types of mineral products for mining use in phases.
Article 3
Implementation. Entrust the Department of Mineral Management to take the lead, coordinating with relevant central and local authorities; companies engaged in mining operations must carefully understand and strictly implement this Agreement.
