Article 1
Purpose. This Decision stipulates the organizational composition, operation, rights, and duties of the Committee for the Evaluation and Approval of Mineral Reserves, in order to study and implement regulations, principles, standards, and requirements concerning the evaluation of mineral reserves and the approval of mineral reserve evaluation results.
Article 2
Address and Organizational Composition. The Committee for Evaluation and Approval of Mineral Reserves is a unit established by the Ministry of Energy and Mines pursuant to Article 118, Paragraph 7 of the Mineral Law, hereinafter referred to as "ຄຕຮ", and its organizational composition is as follows: 1. The Deputy Minister of Energy and Mines, responsible for geology and mineral work, serves as Chairperson; 2. The Director of the Institute of Energy and Mines, serves as Vice Chairperson and Head of the Secretariat; 3. The Deputy Director General of the Department of Geology and Minerals, serves as Member and Deputy Head of the Secretariat; 4. The Deputy Director of the Institute of Energy and Mines, serves as Member and Deputy Head of the Secretariat; 5. The Deputy Director General of the Department of Mineral Management, serves as Member and Deputy Head of the Secretariat; 6. Professional technical groups in geology and minerals and individuals with specialized capabilities serve as Members.
Article 3
Duties of the Committee for Mineral Reserves Evaluation (CMRE). The CMRE has the following duties: 1. Research, inspect, and evaluate mineral reserve data, and determine the grade of mineral reserves in accordance with the conversion standards for mineral reserve grades; 2. Formulate guidelines, standards, technical regulations, and technical requirements concerning the identification, classification, grading, and evaluation of mineral reserves, submit them to the Ministry of Energy and Mines for promulgation and implementation, and serve as a tool for organizing implementation; 3. Manage and preserve all data and documents related to mineral reserves; 4. Act as an advisor to the Ministry of Energy and Mines, guiding departments, institutes, state-owned enterprises, and mineral investors in complying with the guidelines and technical standards for the evaluation and approval of mineral reserves; 5. Conduct field inspections to verify and confirm geological and mineral data as a basis for the evaluation and approval of mineral reserves; 6. Prepare the operational budget for the Committee; 7. Establish a secretariat for the CMRE to assist in its work, with the office located at the Institute of Energy and Mineral Research.
