Article 1

Article 1 (Amended) Purpose
This Law stipulates principles, regulations, and measures for the management, supervision, and inspection of sports work, in order to develop this work to be of quality, advanced, and modern, to create a favorable social atmosphere, to ensure that Lao citizens are physically and mentally healthy, possess sportsmanship, comply with regulations and competition rules, and have national consciousness, aiming to develop human resources, promote talent development, enhance national status, role, and dignity, strengthen solidarity and friendship, and be able to connect with the sub-region, region, and internationally, contributing to the defense and development of the nation.

Article 2

Article 2 (Amended) Sports
Sports refer to the process of physical activities, learning, training, practice, competition, performance, and experience exchange, including individual and group forms, with specific skills and techniques related to sports.

Article 3

Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Athlete means a person who engages in a specific type of sport, participating in training, practice, performance, and competition;
2. Sports personnel means sports administrators, sports experts, scientists, psychologists, sports medical personnel, referees, and sports coaches;
3. Referee means a person who possesses professional knowledge, ability, and experience in the relevant sport, understands regulations and competition rules, and is assigned to officiate a specific type of sport;
4. Sports coach means a person who possesses professional knowledge, ability, experience, and skilled expertise, and provides guidance and training to athletes in a specific type of sport;
5. Aerobics means fitness exercises performed to the rhythm of music or songs;
8. Competition rules means the regulations of a specific type of sport, established in accordance with the consistent category of that sport, serving as the basis for fair competition.
