Article 1

Purpose. This Decision stipulates principles, regulations, and measures for the management, supervision, inspection, and development of agricultural land in irrigation areas, aiming to make this work effective, ensure the classification and zoning of agricultural land, clarify the division of responsibilities among relevant departments in the management of agricultural land in irrigation areas, bring it into standardization, and focus on the protection, management, development, and type conversion of agricultural land in irrigation areas in accordance with laws and regulations, following a sustainable and green direction, contributing to the socio-economic development of the province and the country.

Article 2

Management and Development of Agricultural Land in Irrigation Areas. Management of agricultural land in irrigation areas refers to the process of effectively protecting, zoning, and developing land, ensuring peace, justice, and alignment with objectives, legally recognizing the right to use agricultural land in irrigation areas; the methods include collecting information and data, various files, formulating regulations, determining management and inspection measures, and assessing impacts on the natural environment and society. Development of agricultural land in irrigation areas refers to the input of labor, materials, capital, and technology, constructing infrastructure, to endow the land with good quality, suitability for various uses, enhance production capacity, and increase land value.

Article 3

Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Irrigated Agricultural Land: refers to agricultural land located within an area equipped with an irrigation system capable of supplying water and draining water within that land parcel; 2. Delineation: refers to determining the boundaries and types of use of agricultural land based on specific points and actual conditions, in order to effectively plan for use and management; 3. Management of Irrigated Agricultural Land: refers to the division, development, and protection of agricultural land through the formulation of regulations and the designation of uses, to ensure it is productive, peaceful, equitable, and aligned with objectives; 4. Development of Irrigated Agricultural Land: refers to the protection and improvement of land through the input of labor, materials, capital, technology, and the construction of infrastructure, to enhance its quality, suitability for various uses, increase production capacity, and add value to the land; 5. Irrigated Area: refers to a system area for supplying water and draining water for agricultural production, including headwork systems, drought-resistant irrigation systems, and flood prevention systems; 6. Conversion of Irrigated Agricultural Land: refers to the change of agricultural land to other types of land; 7. Right to Use Irrigated Agricultural Land: refers to the land use right acquired by an individual, legal person, or organization, which is not subject to exchange or sale, and only includes the rights of protection, use, enjoyment of land proceeds, and inheritance of the right to use; 8.
