Purpose. This Decision stipulates the principles, regulations, and measures concerning the management regulations of the Nam Chuan-Nam Sang Biodiversity Compensation Area of the Nam Ngum 1 Hydropower Project, to protect, develop, utilize, and inspect the forest resources, forest land, and water sources of the Nam Chuan-Nam Sang Biodiversity Compensation Area in a sustainable manner, aiming to achieve natural balance, making forests, water sources, and forest land an inexhaustible source of livelihood and utilization for the people, serving as a natural tourism site and a venue for biological research and experimentation; ensuring environmental enrichment with abundant biodiversity, maintaining ecosystem balance, enabling aquatic animals and wildlife to reproduce and increase according to natural biological laws, while improving the livelihoods of the people in six target villages, contributing to the sustainable economic and social development of the entire province.
