Article 1

Purpose. This Decision stipulates principles, regulations, and measures concerning social participation in education and the management and use of budgets, materials, and equipment obtained through such participation, to direct them towards developing educational undertakings and creating public benefits, aiming to develop human resources into good citizens with revolutionary moral qualities, knowledge, ability, expertise, skills, and good health, who know how to preserve and promote the nation's fine cultural arts, customs, and traditions, capable of integrating with the region and internationally, and contributing to national construction and development.

Article 2

Social Participation in Education. Social participation in education refers to the involvement of families, individuals, legal entities, and various social sectors in educational work through various forms such as financial contributions, materials, equipment, intellectual input, and labor.

Article 3

Definition of Terms. The terms used in this decision have the following meanings: 1. Participation: refers to the contribution of all sectors of society to a certain work; 2. Educational personnel: refers to persons engaged in management, administration, inspection, guidance, assistance, and facilitation of teaching in public and private educational institutions; 3. Education Management Committee: refers to an organization responsible within school and external management committees, composed of personnel from relevant parties, to supervise, promote, and facilitate universal education for all; 4. Individual: refers to each person, an individual; 5. Legal person: refers to organizations and individuals endowed with rights and obligations by law; 6. Outstanding performance: refers to making greater and more prominent contributions to something than others; 7. Educational work: refers to the process of teaching and learning, both theoretical and practical, concerning natural sciences, social sciences, and technology, aimed at the comprehensive development of human resources.
