Article 1
Article 1. Purpose
This Law stipulates principles, regulations, and measures regarding the management, inspection, and supervision of cinematographic work, aiming to ensure that such work is carried out systematically, efficiently, and effectively, to guarantee that film products are both quantitative and qualitative, possessing national character, mass character, and progressiveness, to stimulate the creative thinking of the multi-ethnic people of Laos, to participate in the restoration, development, and dissemination of cinema, to be able to integrate with the region and the international community, and to contribute to the socio-economic development of the country.

Article 2. Film
Film refers to a product that integrates art and serves as a propaganda medium, presented in the form of dynamic images with or without sound, recorded on film, videotape, VCD discs, DVD discs, or other recording carriers, and disseminated to the public through technical equipment and other media.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Memory of the World refers to any event that has occurred and been recorded so that future generations may know it, divided into three levels, namely national-level, regional-level, and world-level Memory of the World, requiring registration, preservation, and protection of outstanding historical, cultural, and natural heritage works;
2. Film script refers to a story directly created, or a script adapted from another person's story with the permission of the copyright owner;
3. Film shooting script refers to a written draft and creation composed of episodes, scenes, and frames;
4. Episode (scene sequence) refers to an event occurring at a certain location within a story, encompassing multiple time periods, multiple scenes, and multiple frames;
5. Scene refers to an event occurring at a certain location and within a certain time period in a story;
6. Frame refers to an event presented during the period from when the camera starts recording to when it stops recording;
7. Medium refers to a certain carrier that conveys information or news to viewers or audiences;
8. Film production refers to the steps of making a film, comprising three stages, namely the preparation stage, the shooting stage, and the post-production stage;
9. Mobile film screening refers to bringing film products to various venues other than cinemas for screening.
