Articles
Article 1
Illegal acts on online social media. Pursuant to Article 18 of the Law on Combating and Preventing Computer System Crimes, illegal acts on online social media include the following acts of an illegal nature: 1. Inputting computer data of a defamatory, insulting, or uncivilized nature into a computer system; 2. Inputting computer data of a violent nature, false data, deceptive data, or untrue data into a computer system; 3. Inputting computer data that undermines national stability, social peace and order, or the fine culture and customs of the nation into a computer system; 4. Inputting computer data of a nature that incites, encourages, or instigates the people to oppose the government or undermine unity into a computer system; 5. Propagating the sale of drugs, firearms, chemical weapons, human trafficking, prostitution, obscene materials, and other illegal items. The relevant provisions on the above acts also involve Articles 11 to 14 of this Law and paragraphs 1, 2, 3, 4, and 5 of this Article, as well as the Law on Mass Media (Amended), No. 01/National Assembly, dated November 4, 2016.
Article 2
Prohibited acts on online social media (pursuant to Article 10 of the Decree on Internet Information Management No. 327/Government dated September 16, 2014). 1. Fraud, deception, and incitement of domestic and foreign people to oppose the Lao People's Revolutionary Party or the Government of the Lao People's Democratic Republic, or to undermine the peace, independence, sovereignty, unity, and prosperity of the Lao People's Democratic Republic; 2. Incitement and encouragement of terrorism, murder, and activities that disrupt society; 3. Conducting distorted propaganda and disseminating harmful information to create division among ethnic groups or between nations; 4. Disseminating obscene images, composite images, and other images prohibited by the laws of the Lao People's Democratic Republic, or that violate the fine customs and traditions of the nation, or infringe upon the intellectual property rights of others, as well as images related to the sale of sexual services; 5. Disclosing state secrets, military secrets, or other secrets stipulated by the laws and regulations of the Lao People's Democratic Republic; 6. Disseminating incorrect or distorted information with the aim of harming the reputation or personal rights of others, departments, agencies, or other organizations; 7. Using the name or organization name, moving images, still images, sounds, videos, signatures, various passwords, bank credit cards, or personal documents of others without the owner's permission for profit or other purposes.
Article 3
Penalties for violators. Individuals, legal persons, or organizations that commit illegal acts on online social media platforms shall, depending on the severity of the circumstances, be subject to educational admonishment, warnings, disciplinary sanctions, fines, civil compensation, or criminal penalties.
