Articles

Article 1

Purpose. This Decision stipulates the principles and regulations for self-certification of origin of goods under the trade preference system through the exporter registration system, in order to facilitate exporters who obtain trade preferences and ensure the correct implementation of this work in compliance with the laws and regulations of the Lao People's Democratic Republic and internationally.

Article 2

Self-certification of origin of goods through the exporter registration system under the trade preference regime. Self-certification of origin of goods through the exporter registration system under the trade preference regime means that the exporter of goods, in accordance with the rules of origin of the countries granting trade preferences, personally carries out the self-certification of the origin of the goods.

Article 3

Definition of Terms. The meanings of the terms used in this Decision are as follows: 1. Self-certification of origin of goods means that the exporter of goods may, for each export of goods, use a Statement on Origin in accordance with the rules of origin of the countries granting trade preferences; 2. Certificate of Registered Exporter means a certificate proving that the exporter has obtained the qualification to meet the conditions for self-certification of origin of goods, issued by the office responsible for implementing the self-certification of origin of goods through the Registered Exporter System under the trade preference scheme; 3. Registered Exporter System (REX) means the system whereby exporters register with the office responsible for implementing the self-certification of origin of goods through the Registered Exporter System under the trade preference scheme to apply for the right of self-certification of origin of goods, processed via the website https://ec.europa.eu/taxation_customs/dds2/eos/reex_validation.jsp; 4. Statement on Origin means a document certifying the self-certification of origin of goods under the trade preference scheme, which may be made on an Invoice and Packing List, specifying the details of the exporter's self-certification of the origin of goods as stipulated by the Registered Exporter System under the trade preference scheme, and presented to customs officials of the destination countries to apply for the right to enjoy reduced import tariff rates under the trade preference scheme.
