Article 1
Purpose. This guidance elaborates on the content of Article 30 of the Consumer Protection Law concerning the organization and activities of consumer protection associations, serving as the fundamental basis for establishing consumer protection associations. It aims to protect the legitimate rights and interests of consumers, reduce adverse phenomena in society, and contribute to the country's economic and social development.
Article 2
Consumer Protection Association. A consumer protection association is a social organization, established voluntarily and not for profit, contributing funds, goods, intelligence, and effort in a spirit of dedication. Its duties and functions are to provide assistance, consultation, and guidance to consumers who have suffered adverse effects from the use of goods and services, and to protect the legitimate rights and interests of consumers.
Article 3
Principles for Establishment and Activities of Consumer Protection Associations. Consumer Protection Associations shall be established and carry out activities in accordance with the principles stipulated in Article 6 of the Decree on Associations No. 238/Government, dated August 11, 2017, as follows: 3.1 Establish, contribute capital, participate in activities, or withdraw from the association voluntarily and proactively, without restriction or coercion by any person; 3.2 Have clear purposes and objectives; 3.3 Conduct activities on a regular basis; 3.4 Manage and be responsible for all its activities in accordance with the law; 3.5 Be financially self-sufficient; 3.6 Conduct activities not for profit purposes; 3.7 Be open, transparent, and equal.
